The district covers portions of the western area of the city, including Kempsville, Bellamy Manor, and Lake Christopher.

The district covers portions of the southeastern and southern portions of the city, stretching roughly from Sandbridge up through the Pungo area and inland to Salem Road

The district spans (historically known as the Rose Hall district) covers the northwestern portion of the city. It stretches roughly from Central Drive to Baxter Road, incorporating areas just south of Virginia Beach Boulevard, parts of the broader Bayside area.

The district covers portions of (historically tied to the Kempsville borough area) covers central-suburban neighborhoods surrounding Batton University (fka Virginia Wesleyan University) and the historic Kempsville corridor.

District 5 spans parts of the Oceanfront Resort Area, neighborhoods surrounding Birdneck Lake, and areas stretching toward NAS Oceana.

The district covers the North End, the Resort Area (about half of the oceanfront strip), Seatack, and Hilltop, including residential communities like Bay Colony.
