VBDC 2026 Endorsement Caucus

The Virginia Beach Democratic Committee (VBDC) 2026 Endorsement Caucus is the official process used to determine VBDC endorsements for local and district-level races, consistent with the DPVA Party Plan and VBDC Bylaws. This process ensures transparency, participation, and fair opportunity for all qualified Democratic candidates seeking endorsement.

The VBDC 2026 Endorsement Caucus is an Unassembled Caucus.

Purpose of the Endorsement Caucus

  • Participate in a structured, rules-based endorsement process

  • Cast votes in accordance with district eligibility and party rules

Endorsements are made to strengthen Democratic unity and support the most competitive path forward in general elections.

Caucus Day Details (When & Where)

Date: Saturday, June 20, 2026
Time: 12:00 PM – 3:00 PM

Voting Locations (Unassembled Caucus):

  • Williams Farm Recreation Center
    5252 Learning Circle, Virginia Beach, VA

  • Bow Creek Recreation Center
    3427 Club House Road, Virginia Beach, VA

Voters can only vote once at either location for their designated district's eligible candidate and follow check-in procedures consistent with Caucus Rules.

Who Votes

Voting is limited to registered voters in the following districts:
Districts 2, 4, 6, 8, 9, and 10

If more than one candidate files for a seat: The caucus will proceed as scheduled, and the candidate receiving a majority of votes will become the VBDC Endorsed Candidate.

If only one candidate files for a seat: That candidate will automatically receive the VBDC endorsement, and the caucus for that district will be canceled.

Unassembled Caucus (What It Means)

An unassembled caucus is a structured voting process where eligible voters cast ballots at designated locations and windows of time rather than gathering in a single large convention at the same time. Voting is conducted under uniform rules, with results determined after ballots are collected and tabulated.

This ensures accessibility, orderly participation, and compliance with party rules when multiple candidates are competing for endorsement.

Candidate Filing

Prior to 5:00PM, Wednesday, June 17 2026, all candidates seeking VBDC endorsement must turn in the following items to their corresponding Council District Caucus Chair:

  • Official Filing Form

  • Filing Fee (City Council - $560) (School Board - $400)

Candidate filing is required to:

  • Confirm intent to seek VBDC endorsement

  • Verify eligibility under DPVA and VBDC rules

  • Ensure inclusion in caucus consideration and ballot access (if contested)

Only properly filed and eligible candidates will be considered for endorsement.
