Council District Chair Reorganization
It’s time to elect our Council District Chairs!
In order for the Virginia Beach Democratic Committee (VBDC ) to carry out its Precinct Operations as per the VBDC Bylaws, Article 9 , it must organize into Council District Committees based on where members are registered to vote. Each Council District Committee may elect a Chair to serve on the VBDC Steering Committee for its District via the Caucus process.
NLT 5pm, Friday, February 6, 2026 - Filing Form Due
If only one candidate files in a particular district by the filing deadline, as per the VBDC bylaws, the caucus will be canceled and that candidate will be deemed District Chair.
Only those members with voting privileges properly elected to the VBDC shall be eligible to serve as Council District Chairs. Council District Chairs work under the guidance of the Vice Chair of Precinct Operations..

If I am interested in becoming a Council District Chair for the VBDC, what is the next step?
First, please review the responsibilities of a Council District Chair below:
Responsibilities of City District Chair:
Work under the guidance of the Vice Chair of Precinct Operations.
Election Day Staffing for outside Poll Greeters for your city district.
Election Day Recruiting to recruit Precinct Captains (who will help recruit Poll Greeters for their precincts) and poll greeters.
Coordination with Precinct Captain (or the Opener and Closer) for Election Day supply and sign distribution.
Early Voting recruitment with Early Voting Captains.
Develop a District team.
Communication with your members and other Council District Chairs.
Endorsement Caucus Responsibilities.
Attend monthly Zoom meetings.
Then, if you would like to proceed forward, you must fill out the Council District Chair Filing form

Important Information
After officers are elected, each of Virginia Beach’s 10 City Council Districts will select their own District Chair at their own monthly membership meetings.
District Chairs lead local organizing within their respective areas, helping connect voters, volunteers, and precinct leaders to the broader mission of the Democratic Party.

📅 To Be Announced - Each district will hold its own District Chair election.
Filing:
The filing form must be completed and submitted by email by 5pm, Friday, February 6, 2026. Return your completed filing form by email to: susan.loesberg@vbdemocrats.info.
If more than one VBDC member submits a filing form in any one of our VBDC Council Districts, we will have to hold an election, via Zoom. Please review the election process outlined in the Rules available on our website.
