Virginia Beach Democratic Committee Reorganization
What is the Reorganization?
Every two years, the Virginia Beach Democratic Committee (VBDC) renews its membership and leadership through a process called Reorganization.
This is how Democrats in Virginia Beach formally choose the members and officers who will guide the local Democratic Party for the next two years.
The reorganization process is governed by the Democratic Party of Virginia (DPVA) Party Plan and the VBDC Bylaws to ensure fairness, openness, and accessibility for all Democrats.
It happens in three steps:
Membership Prefiling and Election
Officer Prefiling and Election
Council District Chair Prefiling and Elections
All registered Virginia Beach voters who identify as Democrats are welcome and encouraged to participate.
Become a Voting Member
To participate in VBDC business and officer elections, you must first become an official member through the reorganization process.
How to Apply:
Complete and submit the Membership Prefiling Form before the 5:00PM November 22, 2025 deadline.
Eligibility:
Must be a registered voter in the City of Virginia Beach
Must declare yourself a Democrat
Must support the principles of the Democratic Party
Membership Election Meeting:
📅 Monday, December 1, 2025

At this meeting, pre-filed applicants will be voted on for membership in the Virginia Beach Democratic Committee for the 2026–2027 term.
Become a VBDC Officer
Once the new membership is seated, members will elect the Committee’s leadership team.

Each officer plays a key role in building Democratic strength across the city—organizing precincts, managing operations, finances, communications, and more.
Officer Prefiling:
Those interested in running for an officer position must submit a prefiling form prior to the election between December 6, 2025 and December 30, 2025 by 12:00PM.

Only duly elected members from the December Reorganization meeting are eligible to vote in these elections.
Become a Council District Chair
After officers are elected, each of Virginia Beach’s 10 City Council Districts will select their own District Chair.
District Chairs lead local organizing within their respective areas, helping connect voters, volunteers, and precinct leaders to the broader mission of the Democratic Party.
Timeline:
📅 February 2026 — Each district will hold its own District Chair election.
Prefiling:
Members interested in serving as a District Chair must submit a prefiling form specific to their district. Details and deadlines will be announced by the Committee and shared via email and our website.
