To search for oil and gas, the industry uses arrays of airguns, which release intense blasts of compressed air into the water every 10 seconds for days, weeks and months on end. They repeatedly comb over vast areas of ocean – areas the size of Rhode Island around a single array.

This activity has a huge environmental footprint. Airgun noise is loud enough to mask whale calls over thousands of miles, destroying their capacity to communicate and breed. It can drive whales to abandon their habitat and cease foraging. Closer to the noise, it can cause hearing loss, injury and death.

This event may be open to the press.

Now therefore be it resolved that the Virginia Beach Democratic Committee hereby issues the Call to Caucus to convene an unassembled caucus at 7:30 P.M., on Monday, April 23, 2012 at the Virginia Beach Meyera Oberndorf Central Library for the sole purpose of electing 130 delegates and 26 alternates to the 2nd Congressional District Convention and the Virginia Democratic State Convention, and the following provisions shall govern the convention, to wit:

1. Prefiling: Those wishing their names to be placed on the ballot at the Caucus shall prefile their candidacy by 5:00 p.m. April 18, 2012, with the Virginia Beach Democratic Committee Chair or her designee(s).

2. Voluntary Administrative Fee: There shall be a voluntary administrative fee totaling twenty dollars ($10.00 for the Virginia Democratic State Convention, $5.00 for the 2nd Congressional District Convention, and $5.00 for the VBDC unassembled caucus) for each person filing for delegate, payable to the Virginia Beach Democratic Committee. Payment of this fee is completely voluntary. No statement is required in order to waive payment. There is no charge for those wishing to attend the caucus and vote for individuals who have filed as either a delegate or alternate.

3. Notice Requirements: The Virginia Beach Democratic Committee shall publish the time, date, and location of the Caucus at least 7 days prior to the Caucus, but not more than 2 weeks before the Caucus. Notice of the prefiling deadline for delegate and alternate positions shall be published at least 7 days before the prefiling deadline but not more than 2 weeks before the deadline.

4. The caucus will be canceled if the number of people who prefile for delegate/alternate by the deadline is equal or less than the number of delegates allocated and noted above.

5. Conduct the Caucus: The doors to the Caucus will be opened at 7:30 pm. Individuals will complete a Caucus Participation (Declaration) Form, have voter registration verified, and then submit the completed form to receive a ballot. Following voting, caucus participants will place the completed ballot in the appropriate location and leave the voting area. The ballot will contain a listing of individuals who filed to be a delegate or alternate for the Second Congressional District and Democratic Party of Virginia (DPVA) Convention. The ballot can also contain a location where individuals will be able to vote for a slate of delegates/alternates. The doors to the caucus will be closed at 8:30 p.m. and no further persons will be permitted to enter. Those in line will be permitted to complete the check-in process and will be permitted to participate.

5. The Chair of the Virginia Beach Democratic Committee or her designee shall be the Chair of the Caucus and shall appoint all necessary committees. The Secretary of the Virginia Beach Democratic Committee shall serve as the Secretary of the Caucus.

6. Affirmative Action: It shall be the duty of the officers of the Virginia Beach Democratic Committee and the members of each local Democratic Committee to take all feasible steps to encourage broad participation in the delegate selection process. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity or economic status in the delegate selection process is prohibited. The Virginia Beach Democratic Committee shall make every effort to ensure that the Virginia Beach delegation is balanced on a gender basis.

7. The Caucus shall be conducted in accordance with the Virginia Democratic Party Plan and the Call to Caucus.

8. Call Distribution: It shall be the duty of the Virginia Beach Democratic Committee Chair to distribute a copy of the Call to Caucus to the Second Congressional District Chair and the Democratic Party of Virginia (DPVA) Chair. Information will be placed on the website s of the DPVA and the VBDC.
